The following remarks were made by Randolph Carney at the Lancaster County Convention Center Authority board meeting at the Southern Home Center, January 30, 2006:
We can readily surmise why PricewaterhouseCoopers ultimately declined to perform an actual feasibility study after settling on a $160,000 fee. Several months ago PwC took the extraordinary step of withdrawing their 2000 and 2002 market surveys. Now, top management likely concluded that their previous market studies had been so misrepresented, mischaracterized, and misused, that a negative feasibility report would appear to be inconsistent.
In the introduction to the surveys, PwC states: "The Primary objective of this analysis are to determine the demand for a convention center/conference center . . . Neither this report nor its contents, nor any reference to PwC may be included or quoted in any offering circular or registration statement, prospectus, sales brochure, appraisal, advertisement, loan, or other agreement or documentation without prior written consent.”
Yet project proponents have cited the studies to officials and on grant applications, mischaracterized the market studies as feasibility studies, and misrepresented the findings while denying access to the reports.
